Is it possible or is there a mod where you can have a notice that pulls the first 100 (for example) letters from a post or thread?

There may be a mod to grab the latest post/thread and post it at the top of a forum. I'm not really sure though. Try a search on "latest*" or "post" or "thread" in "all mods" "titles only" and you may find something.

Hmmm nothing that I can find.
I'm using a notice and will manually add the text, is there a way of having it show permantly to everyone unless they dismiss it?
I want it to show to all usergroups and guests but don't want to have to add todays date everyday.

"Display this notice if user does not belong to usergroup Banned Users" will show to everyone except banned users (who won't really log in if they're banned anyway).
When a notice is shown, 2 hooks are also called:
notices_check_start
notices_noticebit

You could probably use them hooks to create a plug-in that displays that notice every day.

Just show it to all users with a post count between 0 and 1000000 (or something like that). Or all users who don't belong to usergroup Banned or Not Logged In.

A plugin to do what? I thought your last post was asking how to leave a notice up and I think I answered that - no plugin required.

If you set a notice to "Dismissable" it is up permanently until the user dismisses it anyway.

I misunderstood and thought you wanted it to show every day even if they dismiss it. My bad.
