Make certain users unable to give negative rep?

I swear I saw this option, but after countless tries, I can't find it anymore. Is their a way to remove a users ability to give others negative rep without making a whole new usergroup with that permission?

Would this be possible for someone to make a permission like this? To turn off the ability to give negative rep on certain users?
