Problem with my forum images/buttons

i shall upload an image to this post as an attachment so explain what i mean....

Simply i have a problem with images on my forum.. ive done something but don't know what as it wasnt like it before...

look at image all the images are scratched up.. or dont appear at all...

Look at the pic i uploaded, the image in Whats going on? part are all scratched up.. the images next to the forums are just lines.. they are suppose to be circles..
