Moderator powers

I want to give my mods the ability to arbitrarily change rep points and also change user groups without giving them full access to the Admin CP. I asked over at vbulletin.com and they had nothing to say - surely there is a mod for this type of thing?
i would really appreciate any help on this - it's very much needed on my boards.

1.Create a new user with administrator permissions.They will only have the "Can administer Users" option.The moderators will share that id among themselves.

2.You could add a few mods(if you trust them very very well,of course) to the administrator usergroup (display usergroup stays as moderators)

go to usergroups >administrator permissions>edit permissions .Set the "Can administer Users" switch to yes.Everything else stays "No"
