Bandwidth Control (usergroup based)

Hello there,

I am in need of usergroup based bandwidth control for implementing a subscription scheme to my website.
I am currently using and want to use the vBulletin attachments.
However, I want to allow a certain usergroup to only download X MB per Y period.
Another usergroup, probably subscribers etc, would be allowed a different quota.
I have seen a few modifications here, however I would say they are quite bloated.
Anyway, I see that this kind of modification could be very useful to many people who are hosting large amounts of attachments on their forums.
If you are a programmer but not able to do this modification, may I please ask you what are the important steps here to create a modification like this?

I have a feeling that this modification goes about 60% into the direction that I need.
If you take a look at it, it counts all downloaded attachments.
The thing that would need to be changed is to sum the attachments filesize. Is it possible to get information about the attached files filesize? Should be possible, right?
