I'd like to optimize my forum without the option of opting for a vBSEO license, not yet anyway. I've put together a few mods which I will install, such as the sitemap generator, but what other ones can I install to my 3.8 board?

Zoints SEO we used for a long time and only recently moved onto VBSEO. So far we are still testing it out as to see how it will work, but it does allot more than Zoints did, however Zoints had some nice options VBSEO does not.
Other than Zoints, I am not sure there is a SEO option for VB.

.....Dont want to spend $150 on vbseo if VB 4.0 comes with that feature

For me it would be search engine friendly urls. Will the new version have this, or should I look at implementing something such as Zoints?

Yes vB 4 will have SEO'ed urls if that's all you want but vBseo has alot more to offer.

by thw way vb 4 yes what it seems it will be packed with goodies like portal and a fully customized seo friendly url's
but really the only thing i am waiting for vbulletin 4 is of it's skin

For a search engine the default vBulleitn URL's work fine, no need to change them.
What you are talking about (and most people) is not SEO, it is User Friendly URL's. To a search engine the URL's don't make any difference, they are only easier to read/remember by humans.
