I've seen a modification for that. You may want to try a search on "agree*" or "check*" or "forum*" or similar in "all mods" "titles only"

ch4host, that is utter nonsense. I've never seen such options on my vBulletin install.

This is most likely from a modification.

You're kidding, right? Are you sure you're looking at the correct version of vBulletin? I'm on 3.8.4 and no such beast exists. Maybe you see it because a mod/ hack is already installed?
