Limit developers access

Is there a way where you can let developers work on the site without having access to all user info?

I have just moved servers so I don't have access to my forum but, can't you just make them admin and restrict them from modifying user/user info? Change their Moderator permissions AND Administrator permissions, set everything related to user/user profiles to NO and done?

I think thats not possible.
If you have access to the pluginsystem, you can make "everything" ;)

This is the wrong question. The correct question should be: Should i allow a developer to work on my production site.
