How do I change this option so that everyone can add an avatar? I can't find the option in the user panel but maybe I am just missing it.... can someone tell me where to find it specifically?

AdminCP > Usergroups > Usergroup Manager

AdminCP > Usergroups > Usergroup Manager > Edit each usergroup that you need to set permissions on > Picture Uploading Permissions
