[3.8.x] Change min. poll option to 1

Easy, this just allows you and/or your users to just make one option in the poll they want to create.

What would be the point of a poll with only one option?

Basically in a specific instance I wanted to know if a minimum number of people agreed with the statement while not specifically having a "no" option to compare it to. Basically, disregarding those that answer no entirely.
