can user make a sticky thread by paying?

hi, is there any mod that if user wanna make a sticky thread. and when he paid, the thread will be a sticky one?

Sticking threads is a moderator-only action. You could make the subscription upgrade them to moderator then restrict them to only managing threads. It'd be easier to just let them pay then getting a moderator to stick it.
