Are you sure the user didn't just turn off some of the tabs in his profile privacy options?

Create a new style with no parent:
Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save
Then browse the site using that totally default vbulletin style - do you still have the same problem?
If it is still happening - Try disabling your modifications/plugins and see if you still have this problem.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php
define('DISABLE_HOOKS', true);
Don't forget that for vbseo, disabling the modification means to also get rid of anything extra you added to your htaccess file.

The person to ask for help fixing your style is the style author.

I'm not going to go through your templates to find the problem, sorry.
You can try to figure it out by going through the modified templates on that page and comparing them to the default Jelsoft templates and then seeing what the differences are.
You can find all the templates used on the page by either going into debug mode and getting the list in the bottom right of the page, or by doing this - vboptions > General Settings > Add Template Name in HTML Comments > set to Yes . Then go back to your page and view the source code and you will see the name of the template called around your part of the code. Sometimes the template is the one mentioned at the very top of the page source.
