Is it possible to force new members to make a reply to an exisitng topic before being able to create a new topic ?

If so, how ?

Kinda.

Only give the default Registered Users usergroup permission to post in 1 forum (introduction forum? A forum with only 1 thread and no permission to create a new thread?).

Next setup a promotion to move the user to a new usergroup with full permission after the first post.
