I was wondering do you offer official upgrade services and if yes how much cost vbulletin upgrade ?

Yes, you can order the Professional Upgrade Service by clicking on Upgrade/Renew behind the license in the Members Area.

$150.00 Professional Upgrade
If you select this service, our technicians will upgrade your existing vBulletin installation to the latest version.

Note: You must have an active license for us to be able to proceed. Please renew your license if necessary. Also once the upgrade worksheet is filled out correctly, the upgrade is assigned to one of our Techs and is usually completed within 1-2 business days (not including weekends). The upgrade service does not include updating addons, customized templates, importation of posts, user information or styles from other forum software.

If I brought a leased license for a small project and then 2 months later want to upgrade to a full license, what would the cost be? I already have one owned license

Probably should have created your own thread since your question has nothing to do with "official upgrade service"

Anyway - I asked this question (http://www.vbulletin.com/forum/showthread.php?t=310613) a few weeks ago over at vBulletin.com --- If the license is upgraded within 2 months - the price is $100 to upgrade. After 60 days - you have to pay the full owned license fee. The discount rate applies only if you have 3 of the same types of licenses.
