Never seen such a mod - thankfully. (Sorry, but I deliberately turn PMs off on some sites just so I stop getting stupid PMs from the admins/mods trying to tell me stuff I could care less about and that they could just do in a Notice).

Well the reason I need it is so that my mods can pm a member to ask them to edit there post, instead of the mod doing it...

The time it takes to PM a user asking them to edit their post is longer than just clicking edit anyway?

Yes but the way my forum is ran, we try to treat the members as the adults they are, instead of policing them and changing things on them without them knowing or asking them to do it first, if we see something, instead of reporting them, we rather pm them and ask them first instead of have Reports stack up.
