Which hack does this?

Hey guys, can anyone tell me which hack do I need to be able to do this?

-users must wait for a certain time before posting again
-users post have a minimum of 5 post before being able to create a thread

The first one, is in the Control Panel Settings,

admincp>vbulletin options> posting and messaging options

It will ask you there along with what usergroup is EXEMPT from it which in that case i would have NONE but admins.

The second one i have no clue. You might have to make it or ask someone.

Setup the Registered Usergroup so that they cannot create a new thread, but they can reply to existing threads.

Setup a promotion and Secondary Usergroup that Registered members will be promoted to after a minimum of 5 posts have been made. This can be found under the Usergroups menu in the admin panel. Make sure that the promotion strategy is based on posts.
