[IMG] as a url when in quotes

I have found several mods and posts and plugins. However none of them work with my version 3.8.3. I was hoping someone knew of a way with the current version on how to convert the IMG bbcode to url bbcode when quoted

I am very intrested in this as well in attempts to conserve bandwidth. How can we do this in 3.8?
