Can i upload my the v bulletin installation files to another server.. and run it as another one..
so basically i will have two sites then with the same licence.. is it allowed...?

Not allowed. You must have one board with one license. If you wish to run two forums, you must buy two licenses.

Unless, the one forum is a test forum. In order for it to be allowed, the test forum MUST be offline at all times if you have same license.
