Welcome-text and any Live?

Hello, I have two questions.
Where can i edit the welcome-text as all unregistred/not logged in-members can see?

..and I search for a plugin as I can't find.. Any "DJ Says" or Live-text as administrators can update in the vB. Any know?

To edit the welcome message text, that can be found here -

Admin CP > Notices Manager

Then you can edit them in there. :)
