Porn Prevention

Please help. 2 times now, someone has managed to post a multitude of Threads containing PORN. With pictures. The pictures are included in the COPY and PASTE (I Believe). I tried both types of Spam Scanning and nothing is working. How do I stop this from occuring again?

You could ban that users IP Address or I think you can stop images being posted in that forum.

I banned the IP address. Both times. But this doesn't stop someone from getting a new IP address. Is there a way to stop someone from being able to Copy and Paste code with pictures in it. I do not think that the Spammers go through the trouble of uploading the pics. Not really sure...
