How do I moderate posts of new users

I want to moderate posts from new users until they establish themselves. I have had some join just to start trouble or spam my users. Want to give them 3 posts (that I approve in advance) before removing moderation.

Have them join usergroup X after they sign up. Then create a promotion system so that after 3 posts, they move up to full member status.

Then make usergroup X posts moderated.

Ok, I have the promo system set up now. How do I make new members get assigned to the new usergroup I set up instead of the default "registered users" group?

I have my promo set up to have users in the "moderatenewuser" group that after 3 posts, they are moved to the "registered users" group.
