multi posts in quick succession

I am plaqued with users who type a few lines then submit,then, post a new reply,type a few lines and submit. I had 1 user who posted 12 posts in like 18 mins..one after each other..Is there a mod to prevent this?

vboptions > posting and editing options > min time between posts (although 12 posts in 18 minutes is over 1 minute per post which isn't that bad)
