how to turn off the image verification for post submission?
and how to allow members to delete their posting?

These are usergroup permissions and should be able to be enabled/disabled via Usergroup in ACP.
I'll get exact locations for you in a minute.
ACP > Usergroups > Choose Usergroup > "Require Human Verification on Configured Actions" Set to No for each group you want to be able to post without passing HV.
Which Human Verification Actions do I have enabled? go to ACP > vBulletin Options > Human Verification Options.

Allow members to delete posts:
ACP > Usergroups > Choose Usergroup > "Can delete own posts" > Yes. Again, change for each usergroup you want to give this ability to.

They can only delete their posts if the edit button is still available to them. If the edit time limit has run out, they no longer get the edit button. vboptions > message posting options > edit time limit
