But can't find it where i can change "This forum requires that you wait ... seconds between posts. Please try again in .. seconds." and is there a posibilyty to change thread create time in vbulletin ? I have vBulletin 3.6.8 Patch Level 2

vBulletin options > Message Posting and Editing Options > Minimum Time Between Posts.

Set that to 0 or something.
