Unfortunately, you dont tell us much in terms of the server "specs" so not much we can do, you also dont include any info about hacks installed etc etc.
Post at vbulletin.com for a server optimization request, if that dont help, you may need to hire someone to come in and trouble shoot the vps.

the server is over loaded and the hosting company tell me that My VPS sever take all the resources of the server and affect on others VPS on the server but i think that my site visit number is very low to do that is there is any problem in the database can lead to that
Note in the previous three days the database tables drop suddenly and database become empty which lead me restore my backup database each 12-15 hr

Your usage depends on a number of things Including, but not limited to
1. How many modifications you have (some could be poorly written code)
2. Active Browsers (not just members logged in, but also guests, bots and members at one time)
3. RAM available to your VPS usage
4. Optimization of your server software (apache/MySQL/Php).
Having your MySQL optimized can sometimes greatly increase the performance of your server. Since we still don't know very much, I suggest (much like earlier suggested) that you visit vbulletin.com server optimization request section and get some professional help for free.

VPS is only a solution for small sites, never for forums IMHO
