hey i have reinstalled thevb and am connecting to my database
but when i open my forum link i get dis error

It looks like your shoutbox (infernoshout) is causing the problem, uninstall it and see if the error goes away.

i have reinstall the vb folder before i deleted all folder ..before installing it
now tell me wt to do

I am not sure what you mean by vb folder and what folders you deleted, but to uninstall the shoutbox you need to go to the Admin CP Plugins and Products/Plugin Manager, find Inferno Shout in there, select "Uninstall" from the dropdown menu and away you go.
You could try "Disable" first and see if that fixes the problem, once it is disabled or uninstalled the error should stop.
You can then sort the files and folders out after that, then reinstall the Shoutbox.
It is probably a good idea to make a post in the thread where you downloaded the VB Inferno Shout so the Mod Author can assist you.

OK so what did you delete, there is no index.php file in forum or in admincp only in public_html where you have a site closed message, you may have to reupload all your files as they were before you installed the latest addons.

hey i didn't yet added any add on ...
i deleted the nul forum and added original vbulltein folder.. i have index file in both

You have some file or plugin somewhere that is looking for the files which you no longer have. You say you reuploaded the vb folder, but are you using your old vb database? If so, it's got your old plugins installed. Disable your plugins and see if you can log in:
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php
define('DISABLE_HOOKS', true);
