I want to show message to members that have not posted in a while say like 15 days or so; I have seen a generic message on other boards that say something to the fact Hi so and so, I see you have not posted (or participated) on our forums lately blab bla bla.
How do I do this?

Do a search for Welcome Message in All Mods and Titles Only. There are several variations of this modification

You don't need a modification for it, its done via default vBulletin features
AdminCP -> Notices -> Add New Notice -> User has not posted for XX days or more (but has posted previously)
Or if you want to display to 0 posters select the other option to suite your needs
