You can do it from your Admin Control Panel under VB Options/User Banning, just be careful with AOL IPs and other dial up IPs.
You can also do it from your domain CPanel, depending on the type of CP it is usually under IP Deny Manager.
The instructions on both are pretty easy to follow.
