Quick question on template edit

I am adding a spot on my forum for advertising and would like to place the boxes below the breadcrumb, login, pm information box. I placed the Code in the header file but it always appears in the same place. Can someone please help me? Here is a picture of where the Box currently is and where I would like to place it:

I would guess the Welcome message code is in your navbar template (that is where it usually is). So, if you want your navlinks below the Welcome box, your gonna have to move the code to the bottom of the navbar template. (That is actually where it usually is.)
