How can i stop users from creating more than 1 poll?

I would like to know, how can i stop users from creating more than 1 poll in 1 day? and i would like a notice-msg to appear for any user who wants to create more than 1 poll
ex: Notice: You already created a poll today, you can't create more until tomorrow

any help please...
