How would I go about allowing Super Moderators to ban single-forum moderators? This may seem a bit crazy, but it's not when you have a large amount of moderators patrolling certain forums, and not all of them can always be trusted to abide by the rules - it's greatly inconvenient for an administrator to have to deal with them, and I can't seem to find a way to enable Super Moderators to do so.

The only way I can think to do this is to set in the Usergroup Manager for the Super Mod group "Can Access Control Panel (is Administrator)" > Yes and then under Admin Permissions set "Can Administer Users" to Yes. I think that should work. Test it out on your test site.

I know that would work, but the way it works is we have quite a few Super Moderators (like 21-ish), then have some usergroups with certain moderation powers over their respective forums. We can't be having all the Super Moderators have access to a part of the Admin CP like that. It'd work if it was one trusted user, but that's not the situation unfortunately.

Then create a new usergroup that has access to the admin panel and only give them access to the administer users. Giving them admin panel access doesn't add to their powers, only changing their administrator permissions does.

It does give them extra power - they can now edit all aspects of a user's profile.

Not just if they are given access to the admin panel. They need to also be given administrator permission to Administer the Users. Try it on your test site and see - there is no Save button when looking at a users profile without having that permission given to them.
