Requestable Group Memberships

I've created some Public (Joinable) Custom Usergroups however I wish to make them through request only (hence me using the Join Requests option to manually accept people) yet I can't seem to make the groups only available through request (atm they're open to anyone).

When you create a new group, you want to make it Moderated or Invite Only if you want to have a say over who joins the group. Public means anyone can join. Also, if you don't want non-members to view the content, make sure you select "Users must join to view the content".
