Language problem from attachment with Non-English file name

Hi

When I click to download the attached file that its name is non-english; such as in Thai language name; its name will be changed to unreadable language.

For example:

I upload this file ทดสอบ.xls‎ as an attachment.
When I download, its name is changed to %B7%B4%CAͺ.xls

How to set my forum to preserve its name as original language as in this forum? My forum is 3.8.2 version and uses Thai TIS-620 charset.

After convert db to UTF-8, problem solved
