Go to AdminCP-> Vbulletin options-> User Registration Options
Check that all settings there are ok and correct
Also go to
Go to AdminCP-> Vbulletin options-> User Registration Options
Check for common banned email address. This would prevent users from signing up with that email address

You can disable muti-quote by going to AdminCP->Vbulletin options->Message Posting and Editing Options
turn off Multi-Quote Enabled
If you mean that they cannot quick reply intil they click a quote button and you want that disabled go to AdminCP->Vbulletin options->Message Posting and Editing Options
Turn quick Reply to Yes Click Not Required

Hi the multi-quote is turned off but the quote button is still there for the members. I dont want them to be able to quote. I want the quote button to be removed.
Also members registering are still complaining there email is banned.
Any ideas?

hmm im sorry to say but i dont have a idea. I was just suggesting to try them things. Try reuploading your register.php file from a non edited install and also i dont know if you can turn off quotes completely or not have not really seen a setting for that

Try disabling your modifications/plugins and see if you still have this registration problem.
Note: To temporarily disable the plugin system, edit config.php and add this line right under <?php
define('DISABLE_HOOKS', true);
