Are you using a custom style? Maybe they didn't put the signature in there. Try this:
Create a new style with no parent:
Styles & Templates > Style Manager > Add New Style
Parent Style: No Parent Style
Title: Default vBulletin
Allow User Selection: Yes
Save
Then browse the site using that totally default vbulletin style - do you still have the same problem?
Also, check the permissions in the Usergroup Manager for each group and make sure signatures are allowed.

It might be a stupid suggestion...
You do have set UserCP -> Edit Options -> Thread Display Options -> Show Signatures set to Yes?
