Groups marked with an * can be selected by their members to override the username markup and user title from their primary usergroup.

How do I disable this, so it CAN NOT be selected by their members to override the username markup and user title from their primary usergroup.

And what is the reason that a secondary user group can not take any effect at all?

p/s: can i skip the Infraction Group and direct to Automatic Ban?

Usergroups -> Usergroup Manager -> Public Group Settings->Can override primary group title/markup

Yes means it CAN override the primary group markup. I think you want it to be set to No.

1. i don't want the member to decide whether to override the username markup or not.

2. for example, primary grp can not give infraction point, but secondary grp is able to give infraction point. As a result, the member couldn't give infraction point.

3. could i skip the infraction grp and direct to automatic ban?

I don't think it gives them the choice either way... then again, I really haven't experimented... did you put it to "no" like Lynne said and try it?

If the secondary group can do something, then the user can. Secondary groups cannot TAKE AWAY privileges.

Once again, not sure your question. You can ban users w/o giving infractions, yes.
