how to show the guest welcome message on every PAGE?

i went to edit templates >> forum display templates >> FORUMHOME...

and i found

i edited the contents and finished my desired guest welcome message.

Now, how do i show this to ALL PAGES?

The easiest way to do it would be to create a Notice and it will show on all pages.
