We have two separate VB forums, we would like to combine ONLY the members with each bulletin board.

And then send out a mass PM to everyone telling them the great news, that they can use their SAME login information on our other bulletin board instead of having to re-signup.

Is this possible?

You may be able to use impex, but I'm not really sure. You should take a look at the vBulletin Impex Import System (http://www.vbulletin.com/forum/forumdisplay.php?f=92) forum over on vb.com.

You would have to export the user tabes from your database via phpMyAdmin with out the DROP in the export, then import it into the other forum's DB also via phpMyAdmin, this would add the users with passwords and usergroups etc.
You may have to import one or two other tables, such as userlist etc, depending on how much info you wish to transfer.
