Allow only 1 thread per user in certain forum.

I would like to find a mod that can prevent users from making multiple topics in a certain forum.
For example in an introduction forum, people should only have 1 thread there.

I tried searching for it, but didn't find any.

my vBulletin version is 3.8.2
