How to disable changing of avatars

We need to disable changing of avatars, Is that possible? Ones the user upload his avatar we will change user group of that user and than in that new user group we want to display that avatar but to disable changing (If we disable uploading in that group all avatars disappears)...
Is something like that possible ?
