Colored Usergroups In Active Forum Users

How does one go about setting up their forums so that it lists the usergroups on the active user portion of their forum?

Here is a picture of a site that I came across and I want to know if this is a mod or do I just have to change some settings?

I do know how to change the color of the usergroups as explained here:

I need to know how to add the usergroups list to the "Active User Section".

That is a modification. You should be able to find it by searching "usergroup*" in "all mods" "titles only"
