TCAT and THEAD

you can see that the .tcat is above the .thead can anyone tell me how to do this on a default VB Skin please?

No that's spacing them, I want to flip them over.

You see how VB.org has NEWS AND ANNOUCEMENTS, then, FORUM, LASTPOST, e.t.c I want it like that not the way it is in the default vbulletin skin (seen at http://www.vbulletin.com/forum/ )
