Are you uploading the tools.php page to your install folder? Do you still have your install folder on the server? I am fairly certain that folder needs to be there (without the install.php page in there).

Perhaps you are inputing the wrong url? Or, what are the permissions on the file?

tools.php must be run from the admincp folder.

How to use the tools.php script:

1. Find tools.php in distribution package, in 'do_not_upload' directory.
2. Upload to admin directory (eg., http://www.example.com/admin/tools.php)
3. Upload the install folder to your forum root folder.
4. Run script. (eg., http://www.example.com/admin/tools.php) If it asks for it, Enter customer ID -- the one you use to get into the member forum (check your initial vBulletin welcome message).
5. Reset cookie domain and path to defaults. (Or whatever other settings you want to reset.)
6. Delete tools.php script.
7. Delete the install folder.

It's best to ask at vb.com for this type of question
