A forum in general is a tool used to socialize. What specifics are you looking for?

The easiest way would be to create a board for males, a board for females. Each person just makes a thread about themselves and anyone interested can PM them.

I am also interested in any mods here, I have a lot of requests from members to have more options to form relationships through the forum but aside from adding more profile fields I am a little unsure of what can be done.
