How can I get something like Red Rum?

I like the style of this forum and the colors of red rum are perfect. Has it been discussed how to go about getting something like this for a style? Am I missing something?

I am running another style that I like, however, I enjoy the simplicity of this style thus wondered if VB offered it as a download.

As far as I know, this design is exclusive to vBulletin.org and not available for download. If you really like the design, you could always hire a vBulletin skinner to recreate the entire look for you.
