Licensed But Can't Download

I should be showing up as licensed now, as the "unlicensed" message has disappeared, however I still can not download any Mods.

Is this normal? I receive the error of:

Updating can take up to an hour. Also make sure that the email address in the members area matches your email here.

If a modification is in the Graveyard or the Archives, then you may not download any attachment from that mod.
