how i can remove an moderator from forums?

Remove the person from the Moderator usergroup.

i already did that but he is still at the Forum Leaders

Go to Forums & Moderators > Show all Moderators > Moderators > find them on the list > find the forum under them and hit Delete or hit the Remove from all forums link
