Avatar Controls Don't Show up in UserCP

They were there....it was the typical use custom avatar controls etc. Now the option to edit Avatar is gone from the UserCP. The users who already uploaded avatars show up just fine...just can't add an avatar now?

I know it must be a setting in Admin but I can't seem to find it.

Check the options in Usergroup Manager > find usergroup to Edit > look at avatar options

Also, vboptions > user picture options > avatars enabled

Lynne...thank You. It was the usergroups.....I've been using Admin mode and it was enabled there but not in Registered Users.
