Moved to General vB Discussions.

If you want users to be able to manage attachments, you need to turn them on for the usergroup in Usergroup Manager > Edit usergroup > Attachment Permissions > Can Upload Attachments.

Also check Attachments > Attachment Permissions > make sure the usergroup is allowed to use the various extensions.
