Time Setting Not Working

Can anyone tell me why my time setting is 4 hour ahead?
I have tried multiple times to readjust the time setting under date and time options, however no luck!
My timezone is Eastern.

Your forums get their time from the server. Check your server time. You should set vboptions > date and time options > default time zone offset to what you want unregistered users to see (I set it to my servers time zone) and then set your time zone in the user cp.
